This is a wonderful analysis and I hope the policy makers will read this although I personally think the issue of expatriate workers must be seen in the broader context of non-Bhutanese demography in the country than just that of FDIs. While it may be agreeable to have highly skilled and top level employees in the initial years of a business, in order to both fill the gap and groom local capacity, in the long run increment in import of labour would only exacerbate local unemployment and further swamp the country with more foreigners. With 200 thousand tourists that the previous government wants to rope in by 2015, we will have easily 1 tourist for every 3 adult Bhutanese. One drastic measure in reducing local unemployment seems to me a total ban on non-skilled migrant labourers.

I fully agree that finding faults in a system is only a first step to fixing them. I look forward to working with my colleagues in DHI and collaborating with various ministries to explore how the existing FDI policy can be amended and the investment climate in Bhutan can be improved!

The article outlines the shortcomings of Bhutan’s FDI policies, and no denying these are correct. However, since Randall is working in DHI, the investment arm of the government of Bhutan, I have a suggestion for him. Since he has identified all the problems he should make the suggested amendments in the FDI, fiscal and monetary areas, discuss them in DHI and DHI should in turn propose/move these with Finance Ministry, GNH Commission, RMA, and MoEA.
